WHAT INCOME SHOULD YOU HAVE TO RECEIVE PAYMENTS?
The average monthly income of a family (citizen) for the last 6 (six) months for each family member must not exceed 1-fold the subsistence minimum, inclusive.
In 2025, January 1, the subsistence minimum is 46 228 tenge. For example, in a family of 5 people - two parents and three children. Their total monthly income should not exceed 231 140 tenge.

Kazakhstani families look for rental housing on their own. When calculating its cost, several factors must be taken into account.
The price per square meter of rental housing is formed on the basis of the annual level of the minimum wage and a certain coefficient of the region or city.

Size of rented accommodation
for a family of 1-3 people the living area should not be more than 40 sq.m.
for a family of 4-5 people the living area should not be more than 60 sq.m.
for a family of 6 or more people - the living area should not be more than 80 sq.m.
If the housing is larger, the tenant pays the difference himself.
For example, for residents of Almaty, the cost of 1 sq. m. of housing is set at 3 542 tenge. Accordingly, a family of three can find rental housing for themselves for around 141 694 tenge.
How to make a preliminary calculation yourself?
First, we check the area of the rented housing. Is it more or less than the permissible area? If more, then we calculate from the maximum permissible area. If less, then from the actual area. We compare the resulting rent amount with the rent amount under the contract and choose the smaller one to calculate the subsidy, then divide by two.
Example: A family of 5 wants to rent a 60 sq.m. apartment in Almaty for 200 000 tenge. In this case, subsidies will be calculated based on the actual area of the housing of 60 sq.m. 200 000 tenge / 2 = 100 000 tenge will be the amount of the subsidy for the apartment. 200 000 – 100 000 = 100 000 tenge will be paid by the tenant.

You have an open deposit in Otbasy Bank. Having a deposit in Otbasy Bank will automatically open a special account for you, to which payments will then be transferred*. -
The user on the main page of otbasybank.kz checks whether he/she is included in the list of citizens who can apply for subsidies. To do this, it is necessary to enter the IIN and phone number on the portal otbasybank.kz.

If the user is on the list of applicants for rent subsidies and is a client of the Bank, then the main page with the option to submit an application will be displayed.

The user submits an application. To do this, he signs an application for receiving payments and consent to the collection and processing of personal data. After signing the documents, the system processes the data and determines the composition of the family itself.

After determining the family composition, each adult family member will have to log in to the otbasybank.kz website as a "guest" and sign consent to the collection and processing of personal data, consent to grant the right to receive information on the status of pension savings, consent to the accuracy of income information. Applications are signed using an EDS.

The system checks the data and the applicant receives approval for a subsidy or a reasoned refusal.

If approved, the notification will show the region where the user can rent, the size of the living space, the maximum rent amount, and the maximum subsidy amount they can claim.

Approval for receiving a subsidy is valid for 1 (one) month from the date of approval of the application. After 1 (one) calendar month, the application is cancelled.

In the "Landlord Information" section, the applicant for subsidy must indicate the landlord's IIN or BIN, and at this point the process moves to the second stage, where the owner of the rented property is connected.
Once approval is received, the landlord becomes involved in the process.

- 4 The landlord specifies the cadastral number of the apartment that he will provide for rent, and a 20-digit account number for crediting funds.
- 5 The system generates a lease agreement and payment schedule, which is signed by both parties using an electronic digital signature.
- 6 An applicant for subsidies will have to pay a state fee for registration of a lease agreement in the amount of 4 810, 39 to 9 620,78 tenge.
- 7 A valid lease agreement with a payment schedule will appear in the personal account of the applicant for subsidies.
Renting housing from close relatives, ex-spouses and relatives of spouses, as well as subletting this housing, is prohibited.
